Some Approaches to the Assessment of Small Russian Cities’ Economic Potential

The article discusses some possible approaches to the development of small cities’ economic potential. The analysis of this potential, presented in the article, concentrates mainly on the issues of improving the financial and budgetary security and efficiency of municipal property management in small cities. One of the central points of interest in the article is the issue of improving the administration of local property taxes (personal property tax and land tax) and increasing their contribution to the local budgets. Considerable attention is paid to the need for more intensive and rational use of the municipal property potential as the main basis for the transition of small cities to long-term sustainable economic and social development. Finally, a number of additional factors are considered, which, in authors’ opinion, can also contribute to the development of small Russian cities’ economic potential.
