Networks As a Mechanism of Value Transference in Public Administration

Modern public administration is carried out not by isolated institutions, but by networks, which promote the joint achievement of the participants' goals and serve as mechanisms for the translation of values. The author aims to determine the influence of authorities’ values on the configuration of networks that are formed in the public and latent zones of interaction between state and non-state actors.
