The New Industrial Revolution As a Public Administration Challenge

The ongoing fourth industrial revolution proved to be a challenge for governance. In spite of possible social problems like technological unemployment, Industry 4.0 looks like an enormous opportunity for economic growth, so most of the developed countries’ leaders try to avoid any bureaucratic obstacles for technological development. However, most of the researchers are not quite optimistic about the position of the Russian Federation in this competition. The article’s main purpose is to find a way to change it by analyzing the current problems and opportunities for Russia in the context of modern practices of other countries.The real competition today is in the fields of work force, useful skills and education. Russia has great specialists in many fields important for Industry 4.0, but still suffers from brain drain because of low wages. The country also suffers from a lack of a systematic approach to the Industry 4. 0 implementation. While the IT-market in Russia is constantly developing, other fields connected to the fourth industrial revolution experience problems, especially the biotechnological market of Russia.Considering the high level of technological unemployment a likely result of the new industrial revolution, it is highly recommended to find a way to reform the education system and the labor market to create a social ecosystem where a lifetime of learning is the way of life.
