Ph.D., Associate Professor, School of Public Administration, Lomonosov Moscow State University, Moscow, Russian Federation. In article formation and development of the concept of middle class in Russia is investigated. It is noted that social movements have no support on the mass representatives in social and economic structure of society interested in preservation of the social positions. It testifies to need of development of public policy of creation of the fair, answering to new conditions of managing social and economic structure of society for our country.
