State Youth Policy: Problems of Human Capital Accumulation

The article analyzes the problems of development of the state youth policy of Russia. The main task of such a policy should be the creation of globally competitive human capital. This requires the respect for creative resources, the creation of new conditions for the education of an individual in society. The criteria for the effectiveness of youth policymust be reevaluated, considered in combination with education and culture. It is necessary to enhance the public value of youth policy.
