Labor Resources of the Far Eastern Federal District of the Russian Federation in 2014–2015: Areas of Risks and Opportunities

This article is the second part of a series of articles based on the materials of the “The main characteristics of the labor forces in the Far Eastern Federal District as areas of priority economic and social development of the Russian Federation” research project, conducted by the School of Public Administration, Lomonosov Moscow State University in 2016. The article reflects the main conclusions obtained by the analysis of labor market situation of the Far Eastern Federal District of the Russian Federation. The authors highlight in particular the quantity and quality (professional qualification) characteristics of the Far Eastern Federal District workforce as a whole, as well as the labor force within the Area of advancing social and economic development of the Far East, created in 2014–2015. On the basis of the data obtained, the authors of the publication define the zones of threats and opportunities in the labour market from the perspective of their effect on plans of territories of advancing socio-economic development of the Far Eastern Federal District. The article also offers solutions to the key problems identified by the authors.
