The article attempts to solve the problem of developing a rational technology of substantiation of targeted development programs for electronic warfare weapon systems for the Armed Forces of the Russian Federation. The procedure of justifying the program documents is based on the analysis of the characteristics of the targeted program on different levels, such as content, order of development, duration of the program period. The procedure allows the fullest use of available resources to achieve the strategic goals in the development of weapons systems.
