The monitoring concept was created to fit within the context of the international agenda in disaster risk reduction, based on the model of disaster risk management proposed by the UN, and is a part of the strategy of the world meteorological organization on disaster risk reduction, adaptation to climate change and improving sustainability. The author justifies the allocation of basic meaningful units of monitoring in accordance with the characteristics of the provision of hydrometeorological services at each stage of the cycle of disaster management with the aim of increasing capacity and participation of national hydrometeorological services in the region in disaster risk reduction at national and regional level.
