Social and Organizational Forms of Citizen Participation in Government Decision-making

The article examines the problem of citizen involvement and participation of various social groups in public discussion of drafts of regulations and state decisions. Special attention is paid to the question of behavioral and structural changes in state-society interaction. The authors point out, on the one hand, the manifestations of a developing activity of social groups in interactions with organizational structures unusual for them, and on the other hand, a reduction in more traditional inter-sector interactions. The authors come to a conclusion that such a mismatch of social organization forms and infrastructure is caused by strong-resource groups creating their own system of interaction with authorities blocking functional borders of the three sectors of economy. The contradiction reflects the character of the emerging social mechanisms of citizen participation in government decision-making, which, according to the authors, forms the core of the existing administrative problem.
