State Programs: Organizational and Methodological Problems

The paper deals with the current limitations of the Russian state program development and implementation process. By analyzing organizational, functional, regulatory and cultural environment the author emphasizes the main problems, which are linked with formal and informal institutional infrastructure. Attention is drawn to the number of legal collisions and budgetary sphere restrictions, to the problems of initiative coordination and the state programs’ portal, the absence of federal executive authorities coordination mechanism, the difficulties of annual reports preparation and the process of indicator formation. The author comes to a conclusion that an institutional trap hinders the implementation of state programs, and stresses the need of methodology revision and public administration reform.
