The EU and APEC Experience in Innovative Clusters Development

In this article, the author investigates and generalizes the foreign experience of state support of innovation clusters, focusing on the EU and APEC-countries. The most effective forms of state financial support for innovation clusters are identified. According to the author, the government support for regional innovation policy has a universal, inter-ethnic and inter-state character. Moreover, the state regional innovation policy should be not prescriptive, but maintenance-oriented. In particular, regional agencies must be created to promote the development of innovation. The author points out that the implementation of scientific discoveries in innovative products requires the creation of market conditions, and participants of the value added chain should be involved in the free exchange of innovation.
