Formation of the Differentiated Approach to Attraction and Use of Foreign Labor in Russian Regions

One of consequences of strong differentiation of territorial subjects of the Russian Federation on the level of social and economic development is the uneven distribution of foreign labor across its territory. Having carried out correlation analysis the author concludes that the richer region is, the more migrants it attracts. Cluster analysis shows that all territorial subjects of the Russian Federation can be divided into four groups which are characterized by a similar set of attracting factors. The results of the correlation and cluster analysis prove that due to strong differentiation of territorial subjects of the Russian Federation on the level of their appeal to foreign labor development of the Russian migration policy for regional level is economically ripened measure. Granting independence to regions in realization of models of attraction of foreign labor corresponding to requirements of local labor market will promote the economic growth of Russia. For realization of the positive potential of labor immigration, the solution of economic problems of innovative development and mitigation of imbalances in regional labor markets we offer a new differentiated approach to attraction and use of foreign labor both from the countries with a visa and visa-free regime of entry to Russia.
