New Trends in Public Management of Science in France

The article examines the modern French experience in improvement of public management of science development. The authors provide an analysis of the new strategic documents and decisions of the French government in promoting the progress of science, higher education and industry. Special attention is paid to the key trends of changing the forms and methods of state support of science and innovation, as well as barriers of reforms and unpredictable risks. It is concluded that the current model of organization of public sector science in France has a hybrid character that gives the government more options for the mobilization of scientific resources. The article shows the problems that accompany the restructuring of a centralized public system of science management in accordance. The authors note the importance of creating the performance audit system to accelerate progress of science as well as the social and economic impact evaluation of R&D results system. The findings of this study can be used for designing the policies aimed at improvement the efficiency of the management of scientific progress in the Russian Federation.
