Conditions for Effective Business-Government Cooperation in Social Sphere

The article studies theoretical and practical aspects of public-private partnership (PPP) as the most effective and efficient form of cooperation between government and business, which effectively supports social and economic development in the conditions of budget deficit. The author analyzes the main approaches to PPP, presents key characteristics and describes main forms and functions of PPP. Special focus is made on PPP projects in social sphere aimed to enhance regional infrastructure in Russia. The author emphasizes special factors that could enrich social sphere by means of wide implementation of PPP projects in Russia.
