Public Administration Crises: Institutional Approach

This paper examines institutional design changes during the modernization. Using institutional approach the author identifies and analyses three key crises in the transformation of public administration that are closely related and overlapping — those of legitimacy, policy coordination and accountability. These crises relate primarily to certain changes in a government performance and test its innovative, adaptive and mobilization capabilities. The author examines the internal causes of those crises resulting from policy-making process, and the external caused by the uncertainty society. Purposeful or unanticipated pathways of institutional changes bring to the surface the problems of block institutionalization.
