International Factors in National Governments’ Public Policy-making

Public policy is formed by the interaction of political actors: government and power institutions, civil and international structures — which creates a complex mechanism of coordination, promotion and implementation of various government strategies that take into account the interests of leading political actors. The role of political environment in the work of public authorities is constantly increasing due to international factors that influence the policies of the state. Manifestations of globalization in economy, security, culture, along with the trans-nationalization of international relations increases the range of international organizations with which a government is cooperating in the process of decision-making. International factors have a direct and indirect impact on the behavior and consciousness of a political elite and, consequently, on the style and methods of national governance. Having both positive and negative potential effects on a nation-state, such factors as geopolitical situation, global economic conditions and internationalization of civil society must be taken into account in the formulation and implementation of government national and foreign policies.
