Evaluation Methods in Management of Public Sector of Science: The UK Experience

The article reviews the experience of using the evaluation methods as one of the instruments for managing public sector of UK science from the mid-1980s to present day, and analyses the main elements of modern forms of science organization and management. Special attention is given to measurable impact of the changes, in particular, to the development of research quality assessment methods, evaluation of science’s impact on the economic, R&D audit procedures, and development of science and society communication system.

The results of the study may be used as a methodological framework for developing practical solutions to improve the performance of the public R&D sector management system in the Russian Federation.
