The purpose of this paper is to analyze the legal framework of centralized vocational training of public administration employees in the Republic of Bulgaria. An attempt has been made to defend the notion that the training of public administration employees is organized and conducted in isolation and without the active participation of 14 universities engaged in teaching undergraduate and postgraduate programs in public administration. The author suggests the Institute of Public Administration and the centers for continuing education established in the institutions should organise active joint training.
