Improvement of the Mechanism for the Selection of Municipal Programmes to Be Financed from the Budget of Assumed Liabilities

The article proposes a mechanism that allows to rank municipal programs for the purpose of financing from the budget of assumed liabilities. The mechanism includes a competition of programs on two criteria: importance of the program for socio-economic development of the municipality and budgetary efficiency of the program. The proposed mechanism is implemented by creating a matrix ranking of budget programs and by formation of the portfolio of municipal programs from the budget of assumed liabilities by using the graphic method. This approach uses the estimated quantitative measures, not expert assessments, which allow eliminating subjectivity in assessing the targeted budget programs.
