Modern approaches to labor safety management and occupational risks assessment and management

The labor safety management reform is currently underway. The purpose of the reform is to shift from a compensatory focus of labor safety to a proactive one, using a system of assessment and management of occupational risks. The author analyzes the legal framework for the assessment and management of occupational risks in Russia. At present, this area has fragmentary and unsystematic character and is only partially covered by existing regulations — mostly by the standards of requirements for occupational safety and health management systems. The author proposes the ways of improving the government administration of labor safety through the development of a number of basic regulations for the assessment and management of occupational risks. The proposed system of government administration of labor safety in the Russian Federation, based on the assessment and management of occupational risks, is presented in visual form.
