The article examines the new norms in science administration, such as bureaucratization and marketisation. The main contradiction in contemporary science administration is between the global character of science and the national level of its administration system. In author’s opinion, the administration system deals with science as with a simple object. The complex properties of science are well described in the works of T. Kuhn and I. Lacatos. The author calls for reform of the contemporary system of science administration according to the complexity theory which views science as a complex object.
