Universal Smart Card: Introduction of New Identification Technologies

Information technologies in administration conceptually changed the nature of interaction of executive authorities and the public. The article discusses the concept of e-government, e-card, and considers advantages and disadvantages of Universal Smart Card (USC). Many of the opponents of universal e-cards are convinced that its introduction will bring forth total government control over the citizens’ lives. But the main motivation behind the USC is profit from charges for USC services and business applications.
