This examines president Clinton’s social policy. The primary concept of social policy, its implementation and transformation under the influence of a new political and economic situation, namely after the achievement of balanced budget, are analyzed. In the focus of attention are the circumstances under which the key tendencies of the social policy of Clinton administration were formed and the factors which helped implement them or, on the contrary, prevented the implementation at different stages of Clinton’s presidency. A lot is devoted to the role of the economic factor in the shaping and implementation of social policy concept. This factor included the elimination of the federal deficit in the first place.
