Land Reform and the Development Issues of the Moscow Metropolitan Area

The article deals with the processes of the land relations changes in the metropolitan region. Based on the historical experience of Russia in the last half century, the authors emphasize that a key element of the past and the current reforms is the issue of land ownership.

The special place of the Moscow region is determined by the rate of the land market formation and development, which is in many ways superior to other regions of the country. As a pioneer in the improvement of the land legislation Moscow stands today with the largest number of transactions associated with the land. One of the results is a significant change of the land fund of the Moscow region. This paper examines the qualitative change in the composition of the land fund in the Moscow metropolitan area, including the relationship with the social and environmental conditions.
