International security in the war on terrorism should have three levels of organizations: state, regional and global levels. We can say that terrorism represents a special negative, morbid form of communication. Terrorism as a psychological weapon is very dangerous, because it uses the fear of the potential victims. The goal of this paper is to show crucial elements of new international security and role of communication management in building sustainable development models and defending peace. Successful management of international security can be difficult when the network crosses international borders.
