Economic Development Management in Ukraine

Economic development management in Ukraine can be divided into three periods: a chaotic search, creation of areas with a special tax regime, target state stimulation. The orientation of industry to foreign markets and attracting foreign investments has led to significant differentiation of the regions. Structural analysis of investments by region shows the flight of capital from the Donetsk region (86,1% of total foreign investments) and preference for foreign investors in Kyiv (49,6% of incoming investment). For a long time the goal of regional policy in Ukraine was the alignment of economic development. The results show its low efficiency.

The experience of developed countries offers an alternative — the formation of clusters. The study shows that the introduction of this model in Ukraine is possible only after the development of institutional infrastructure and the advantages of each region in business and investment climate.
