Perspectives of the Electronic Government

The primary goal of the government is to guarantee the  integrity, the sovereignty, safety, orderliness and development of Russia. The government cannot perform its functions adequately without the necessary information. Unfortunately the development of information and communication technologies and the electronic government in modern Russia is hindered by many obstacles. The primary objectives of the electronic government are: decreasing the administrative barriers for business, solving the problems of  “one window” business registration system, disposing of superfluous and unreasonable licensing and  certification, decreasing the tax burden and introducing the customs duties stimulating the hi-tech and IT industry, creating an equal and fair competitive environment. The immediate goals are the development of an antimonopoly policy in communication technologies, ensuring a fair competition in the hi-tech market, updating the legal foundations of business relations according to the newest technological developments, minimizing the switched circuit access and establishing alternative communication channels (satellite etc.). The electronic government allows the expansion of the essential to expand essentially interaction channels and raising their quality, thus strengthening the civil society institutions and the state as a whole. Solving these problems will create a strong, modern, prosperous state.
