The Main Obstacles in Developing the Mechanisms of Public-Private Partnership in Russia and Overcoming them

In this article the author analyzes the main difficulties of implementing the mechanism of public-private partnership (PPP) in Russia today. The author examines administrative, economic, legal obstacles defining subjective way of PPP thinking in the government, business and social spheres. The article also describes opportunities to solve the problems in implementation of PPP programs in the Russian Federation. These solutions are: the further development of PPP legal framework and education programs (within regional centers of PPP, university programs and extension courses for officials etc), systematic war on corruption and creation of a positive public image of the PPP.
