Modern regional social and economic systems combine the homogeneous and non-uniform elements, interacting social and economic processes. Known management methods aren't always effective for heterogeneous social and economic systems, due to the absence of mechanisms of the coordination of operating decisions of regional authorities aimed at achieving competitive strategic goals of social and economic development and decreasing the heterogeneity of structural elements. To maintain steady development of the region, It is necessary to develop a coordination mechanism for regional non-uniform social and economic systems management.
