Transformation of the Constitutional Concept: From the Local Self-governing Institutions to Local Agencies of the Central Government

The article deals with the issues of relations of the local self-governance and public administration. The author points out the permissibility of diverse appraisal of the provision of the article 12 of the Constitution of the Russian Federation, and states that the issue of the constitutional division of the state government and the local self-government, though not finally resolved, has been overcome. The author substantiates the possibility of transformation of the constitutional concept of local self-government noting that the existing provisions of the Constitution of the Russian Federation do not hamper considerable changes in the role of the local self-government within political system.
