The article substantiates the necessity of development of basic principles of Russian innovation system. According to the authors, the attention should be focused not on creating innovation centers, but rather on forming a positive environment for the development of small innovative business. The authors consider systematization and optimization of a portfolio of the government measures for supporting innovative business. The authors propose several measures to be included in such a portfolio, including Intraorganizational communication stimulation tools, innovative cooperation and business culture development measures.
