Trends in Municipal Elections Development

Municipal elections remain one of the most important and sought-after reserve tools of democratic development in the Russian Federation. According to the authors, it is necessary for the federal and regional public authorities to carry out additional measures to stimulate the political activity of population on the local level and remove excessive legal restrictions with regards to display of citizens' free will at elections. Besides the constitutional and legal guarantees of local government, the importance of the institute of municipal elections (as compared to other forms of direct democracy) is also defined by the role played by local elections in maintaining the functionality of all local government systems in the Russian Federation. The authors analyze the legal foundations of municipal elections in different regions of the Russian Federation and reveal the advantages and disadvantages of proportional and majoritarian election systems at the local level.
