Two-cycle System of Higher Education as Management Tool for Russian Educational Services Market

Specific features and current results of Bologna Process realization in Russia are examined in the article: ambiguity of such innovations, as two-cycle system of higher education (bachelor’s and master’s degrees), new possibilities and prospects it offers to Russian system of education. It is shown that two-cycle system can serve as a management tool for educational services market, permitting a precise forecast of situation on labor and educational services markets. It also allows to correct one’s educational path. Combination of market and planned economy elements is underlined. The necessity to implement a differentiated approach in evaluation of qualification needed to enter the labor market is emphasized. Modified structure of higher education cycles is proposed to different professions. The use of all Bologna Process’s advantages in Russia is difficult due to the lack of integration with European labor market.
