Social Capital and Local Administration in Russia

Local government and self-organization of population is one of the forms of social capital. Typical features of Russian society are low level of legal knowledge and poor understanding of local administration concept.. The factors most important for the process of the social capital and local government formation are: territory, population, resources, skilled personnel and a state policy. Depending on conditions of the social capital formation in communities, its most typical forms are developed. One of the most effective forms of local government it is a local territorial public administration.
