Two Approaches to Forming Administrative Reserve

The article examines two different approaches to forming and administrative reserve — using vacancies and competition for positions in the administration and forming a reserve for the main positions in the administration. The author analyze the principles of each approach, the suggested schemes of goals and procedures, the role of open competition and expert opinions, openness of the reserve for other specialists beside public administrators, and the reserve funding.
