Study on Orientation of a City Government’s Roles Given the Context of City Basic Functions

Almost every modern city is a complex system, in which numerous problems arise constantly, that’s why many researchers today direct they attention at the problems of urban metamorphism, which play a major role in urban development. Identifying the most important among those problems in a complex situation and choosing the correct lines of urban development is a major challenge for any administration. The article presents an analysis of city administration’s main functions grounded in understanding of the very notion of a modern city.
