Ethnopolitical Factor in the Development of Baikal Region in the 1990s

The article examines the role of ethnopolitical factors on government development using the Baikal region of the Russian Federation as an example. Those factors were especially important for the development of the Republic of Buryatia, Irkutsk and Chita Oblast. The ethnopolitical balance which existed throughout the most of the region’s history was preserved during the 1990s.
