Inter-department Interaction in Public Service

One of the goals of the 2008–2010 administrative reform is creating multi-functional public service centers based on inter-department interactions. The article explores the necessity of creating a legal basis for this interaction, which currently doesn’t exist. The author presents a classification of inter-department interactions which points towards the more acceptable regulation mechanism.
