Trends of Parliamentary Development in Pre-revolutionary and Post-Soviet Russia: A Comparative Analysis

The article examines the role of zemstvo institution in the emergence of parliamentary process. The author notes the importance of researching the parliamentary process in modern Russia. The author compares modern and pre-revolutionary Duma — the conditions which led to the formation of both institutions, their functioning, the relations of legislative and executive power. The author’s conclusion is that throughout the existence of Duma the role of individual deputies was declining and the role of the speaker and the council was growing steadily.
