The Role of Municipal Administration in Region Development Strategic Planning

The author notes that in modern Russian economy new approaches to regional and municipal economic management are necessary. Top priority must be the improvement of territory development strategic planning. Some of the methodological issues, such as the implementation of principles of intersector communication in a socio-economical system of the city and the organization issues of strategic planning remain unresolved. Russian government actively supports the international direction of strategic planning development towards an interdisciplinary theoretical and methodological basis combining the steady development and cluster development concepts. This will facilitate the creation of a solid basis for socio-economical partnership between the subjects of regional strategic planning. In the current socio-political situation, the importance of development problems grows on all the levels of administration, from national to local. Growing competition in modern urban development competition for the resources and quality of life means that the administration must pay special attention to the problems of municipal development. Without rethinking the basis of strategic planning in line with new conditions there can be no urban development.
