“Electronic Moscow” Government Program and Its Role in City Administration

The article presents a brief overview of the “Electronic Moscow” government program (2003–2007) and its role in the city’s management. The main goals and directions of the program are presented; the results of the program’s implementation are analyzed. The author examines some of the factors that prevented the program from achieving its goals. The author also gives an overview of the perspectives of a service-oriented model of informatization of the city’s management and the main goals and directions of one of the most important government programs — the “Electronic Moscow Metasystem”.
