Management of the Political Investigation System in the Russian Empire in 1898–1905

The author studies the central administrative apparatus of political investigation management in the Russian Empire in 1898–1905. Political Investigation system was headed by the Police Department of the Ministry of Internal Affairs and its Special Section. The actual political investigation was handled by various local police forces, including the local Department for Protecting the Public Security and Order (Okhrana), the gendarmes and the railroad gendarmerie. The article examines the activities of the first two heads of the Special Section, L.A. Rataev and S.V. Zubatov. The main innovation of S.V. Zubatov was strengthen in the role of Okhrana in political investigation management, which increased the overall efficiency of the political investigation system.
