National Economy Management in 1965–1966 USSR (on the Basis of the Ministry of Light Industry Archives)

In 1950–1960s the government of USSR was looking for a perfect system of national economy management. After several structural overhauls and an experience in building territorial administrative system, the government brought back the ministries system in 1965. At the same time new methods of planning and economic stimulation were being implemented on the level of individual enterprises. The ministries had an especially important role in this new system — they were meant to ensure the controllability of the national economy and raise its efficiency, while simultaneously implementing the A.N. Kosygin reforms. The early period of the ministries existence is especially interesting as an object of study, since the practices and the traditions established during that period defined much of the further development of the national economy management system.
